GG Server Side Rate Fix?

the rates as of about a year ago are dictated by what i put into the servers configs.... all clients have no choice as the server tells thier machine "change em". the clients interneat connection determisewhat happens after that.

I guess my follow up question would be that, when we use the admin rate list and/or the !rate command in the servers and it shows them as being messed up (i.e. 10K, 20, 30) that the rates are just forced to be correct and that this doesn't really matter anymore? And any lag issues are probably just connection based?

Oh, also, I thought that a while back that I read a post (I think from you on the old boards) saying that there is no rule that players cannot be named unnamed. Is this the case? Is it ok for players to be unnamed or should the admins be forcing people to change their name still?
