For those of you interested in the NS community and its affairs, we are having a few changes.
First off, We are designing "standard" map rules.

These are for dust2 and office.

This is for admin unification, so all NS admin operate the same way.
Here is what we have in system as of today, and will be enforcing.

This is the map cs_office.
There are 4 hostages in this map, the Counter-Terrorists are to rescue all [4].
Counter-Terrorists are not allowed to camp on this map.
Terrorist may camp.
At 1:30, all Counter-Terrorists must be out of the red area.
Any Counter-Terrorists in the red area at 1:30 must be ( warned, slapped, then slayed ) if they do not start towards their objective.
This is on a per round basis. It does not matter if you have warned a particular person multiple times about camping.
You must warn every round.

Any conflict between Counter-Terrorist and Terrorist must be finished before you start disciplinary action for camping.

Counter-Terrorists in the yellow area must be out of it by 1:00.
If they are not, they are to be ( warned, slapped, then slayed ).

Any Counter-Terrorists in the unmarked area are to be left alone, unless they are camping, or completely ignoring their objective.
Again, the objective is to Rescue the Hostages, not kill the Terrorists.

This is the map De_dust2
There are 2 bomb-sites in this map, the Terrorists are to destroy [1] bomb-site.
Terrorists are not allowed to camp on this map.
Counter-Terrorists may camp.
At 1:30, all Terrorists must be out of the red area.
Any Terrorists in the red area at 1:30 must be ( warned, slapped, then slayed ) if they do not start towards their objective.

Counter-terrorists that refuse to defuse the bomb, and run away instead so they are not destroyed may be ( warned, slapped, then slayed ).

You are exactly correct khaotik, this is EXACTLY how the rules of office and d2 are supposed to be.
All Admins should be following these procedures.

We are undergoing admin unification at NS, so all admins act the same.
It is very unprofessional of admins to allow one thing on one day, then be very strict another day.
By putting out simple, black and white handbooks the hope is to have NS become a well oiled machine.
Here is out disciplinary sheet as well.

For generic discipline, there is a set guideline for appearing professional.
This is how every admin is encouraged to enforce the rules.
Failure to do so may prevent you from obtaining a promotion, or removal of your adminship altogether

Generic Mic/Chat spamming.
>Warn the offending party.
-->Mute/gag for 5 minutes.
---> Unmute, if player still continues to mic/chat spam, mute/gag for rest of the map.

These commands are as follows.
!mute <mutes player>
!gag <prevents player from typing>
!silence <prevents player from using vocal or chat messages>
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

Generic command spamming ( Radio Commands)
->Warn
-->Kick the offending party.
--->If the party rejoins and continues to do so, temporary ban for 5 minutes.
-----> If after wards he rejoins, and continues to radio spam, ban for 1 day.

These commands are as follows
!kick "player" "reason" <kicks player from server>
!ban "player" "time" <bans player from server>

Generic Smoke, Nade, Flash Spam
->Warn
-->1 slay at time of offense, warn again.
--->Kick from server
---->Ban for 5 minutes
----->If on rejoin, and continues to Smoke, Nade, Flash Spam, ban for 1 day.

These commands are as follows
!kick "player" "reason" <kicks player from server>
!ban "player" "time" <bans player from server>

Generic Camping
->Warn
-->Slap

!burn "time amount" (use 5 seconds only" <burns player for specified time>
!slay <slays specified player>
